Import Policy

Refined unwrought lead (HS 7801.10) carries 3% import duty and 13% import VAT. Lead waste and scrap (HS 7802) is classified as solid waste — China has banned all such imports since 2021, with no recycled-material standard exemption. Spent lead-acid batteries are hazardous waste and are also prohibited. Lead concentrate (HS 2607) is duty-free to import but carries a 30% export duty with no provisional relief, so the trade runs into China only.
