Unwrought non-alloy nickel (HS 7502.10) has a 3% MFN rate, but the 1% provisional rate is what is actually applied; unwrought nickel alloys (HS 7502.20) pay the 3% MFN rate. Import VAT is 13%. Exports carry a 40% statutory duty (5% provisional for 99.99%+ purity, 15% otherwise) and need an export licence. Nickel waste and scrap (HS 7503) is classified as solid waste and has been banned from import since 2021 (nickel-bearing stainless scrap such as 304/316 falls under the recycled iron and steel standard GB/T 39733 instead). Nickel ore (HS 2604) is duty-free with no Chinese regulatory conditions — the constraint on that route is Indonesia’s raw-ore export ban.
